Try squirting some oil where adjustment rod meets with the foot nut. Let the fork sit upside down so the oil penetrates between, then try again.

How is it "stuck"? is the knob really stiff? Or missing? Put some plyers on the knob and give it a twist counter clockwise, maybe it could free it.
